Campus Research Corporation – University of Arizona Science and Technology 01/05 – 01/07 Water and Air Coil Engineering Study (IDC-323670) Comprehensive water treatment review for semi-closed, district heating and cooling system to determine cause of chronic and rapid failure of copper heat transfer coils in buildings throughout the campus.
– Reviewed water treatment practices and metallographic analysis of failed coils to diagnose microbiologically influenced corrosion as the cause of coil failures. – Developed innovative process for prepassivation of copper coils using ferrous sulfate.
11/04 – 11/04 Colorado Energy Management – Rifle Power Station Fast-track project to determine cause of NPDES issues and develop corrective actions for combined cycle peaking facility. Helped a combined cycle facility with an urgent NPDES discharge issue. Visited the plant on short notice, interviewed the Plant Manager and Plant Chemist, then reviewed their equipment and
processes. Within 4 hours found the cause of the problem, then issued report including corrective actions.
11/04 – 11/04 US Army Corp of Engineers – Baton Rouge Value Engineering Study for Baton Rouge Alternative Industrial Water Supply Intensive one week project involving multiple engineering disciplines from multiple companies as well as industrial end-user representatives to brainstorm and develop the most cost-effective and practical alternative industrial water supply for the city of Baton Rouge. The driving force for the project was to prevent or slow down the rate of aquifer draw-down that was causing salt water intrusion. The use of reclaimed water for industrial boiler feed water was a primary emphasis of the project and was given
strong consideration at the conceptual level. Served as subject matter expert for the use of reclaimed water in industrial applications including high and low pressure boiler water and cooling water. Conceptual designs and cost estimates were performed for the amount of tertiary treatment necessary to produce reclaimed water that meets boiler water and cooling water makeup quality requirements.
09/04 – 01/05 Suncor - Firebag Water Treatment Evaluation, Process Engineering and Operator Training at Steam Assisted Gravity Drainage (SAGD) Facility in Northern Alberta, Canada Just eight months after this state-of-the-art 28,000 BPD SAGD operation went commercial, multiple tube ruptures on all four of the steam generators brought the entire 28,000 BPD operation to a cold shutdown. Following a month to make repairs, plant management hired CH2M HILL to investigate and implement corrective actions in order to prevent a recurrence of the costly incident.
Served as technical lead for investigative team. Evaluated the process working countercurrent to the process flow then made improvements in the following areas: steam generation, water treatment, deoiling and wellfield. Four months after cold restart, the plant was producing 20,000 BPD of oil and steam generator run length (between pigging intervals) had been increased by a factor of 3.
07/04 – 08/04 Basin Electric Power Coop. – NE Wyoming Generation Project Siting Study for 250 MW Coal-Fired Plant Daniel J. Robinette, P.E. – Project Experience
Completed a preliminary study to compare the water consumption and costs associated with three condenser cooling alternatives for the NE Wyoming Generation Project. The three alternatives considered were: 1. Surface Condenser with Cooling Tower (100% Wet Case)
2. Parallel Condensing System (60% Wet, 40% Dry Case) 3. Air Cooled Condenser (100% Dry Case) Alternative technologies were evaluated on the basis of risk and economics to determine the most favorable wastewater minimization and disposal equipment. Then water balances were developed for each of the above cases based on the technology evaluation.
08/04 – 08/04 General Electric – Waterford, New York Process Sewer Upgrade Project Developed conceptual process design and cost estimate for facilities to prevent spent reactor catalyst
from upsetting wastewater treatment plant due to current method of slug disposal.
06/04 – 07/04 Exelon Energy – Clinton Power Station Evaluation of Cooling Lake Performance as Part of Siting Study for Proposed New Unit at Nuclear Power Plant Developed spreadsheet-based model of cooling lake and used it to perform simulation of cooling lake
performance during 50-year drought conditions.
04/04 – 05/04 Petro Canada – MacKay River Review of Water Treatment Specifications at Steam Assisted Gravity Drainage (SAGD) Site in Northern Alberta, Canada Reviewed and optimized water treatment specifications that are used for protection of Trans Canada
cogeneration plant (HRSG and steam turbine) located at Petro Canada’s MacKay River site.
03/04 – 04/04 U.S. Air Force – Former Lowry Air Force Base Major Review of Potential Environmental Hazards Part of team that reviewed historical documents from site inception through site closure to build
accurate database of potential environmental hazards.
12/03 – City of Salt Lake City – Dept. of Public Utilities Feasibility Study for Tertiary Treatment and Reuse of Wastewater Contacted and met with potential reclaimed water users along proposed pipeline route. Collected
information via surveys and interviews regarding potential customers water quantity and quality needs to establish level of treatment needed for tertiary treatment process.
11/03 – 12/03 General Electric – Sistersville, West Virginia Process Upgrade Project to Reduce Load on Biotreatment Wastewater Plant Conducted conceptual designs and cost estimates for cooling towers, heat exchangers and water
treatment processes to convert portions of plant from once-through cooling to open-recirculating cooling in order to mitigate overloading of wastewater treatment plant.
08/03 – 09/03 General Motors – Bay City, Michigan Site Cooling System Hydraulic Analysis and Cooling Capacity Process Design Corrosion of the site cooling water system created a need for upgrading. Conducted site survey using ultrasonic flow meter and infrared pipe temperature sensor. Developed hydraulic model of cooling
system using AFT Fathom software. Modeled cooling towers and used transient conditions model to determine unmetered flows.

01/03 – 02/03 City of Corona – Clearwater Cogeneration and Biosolids Project Design of Boiler Water and Cooling Water Chemical Treatment Processes Daniel J. Robinette, P.E. – Project Experience
Developed the chemical treatment processes and specifications for boiler water and cooling water chemical feed systems as well as a steam and water sampling system. The high pressure steam drum
operates at 900 psig. Reclaimed water is used in the plant cooling tower system and city water is used for boiler makeup water.
12/02 – 09/03 Florida Power & Light Electric – Blythe Energy Center Design Review and Source Water Retrofit for Galvanized Steel Evaporative Condenser to be Used in Combusion Air Chiller Service at ZLD Site The original design for Florida Power & Light Energy’s Blythe Energy Project specified well water makeup for use in the evaporative condenser portion of the ammonia-based combustion air chiller. A subsequent design review prior to plant startup showed that the well water was quite corrosive, and that it posed a significant threat to the galvanized steel condenser cooling coils.
– Determined that the plant could extend the life of the condenser cooling coils by at least 15 years by
using brine concentrator distillate fortified with calcium for evaporative condenser makeup water rather than well water. – Developed and evaluated alternate designs (calcite bed vs. hydrated lime slurry) to satisfy the need for calcium that was key to reducing distillate corrosivity. – Specified a “best practice” internal treatment program for the evaporative condensers. – Developed a revised ZLD water balance for the site.
12/02 – 02/03 Colorado Energy Management – Payson Power Project Design Review of Boiler Water, Evaporative Cooler, and Cooling Water Systems for Owner’s Engineer Project. Participated in an “Owner’s Engineer” design review of the plant water balance, boiler water, cooling water and evaporative cooler water systems. This plant was designed to use reclaimed water in the
main condenser cooling system and city water for boiler makeup water. The high pressure steam drum operates at 1800 psig.
Colorado Springs Utilities – Las Vegas Wastewater Treatment Plant and Martin 12/02 – 04/05 Drake Power Station Design Build Project to Produce Tertiary Treated Water at Las Vegas Wastewater Treatment Plant for Use as Cooling Tower Makeup Water at Martin Drake Power Station 10/02 – 03/03 Black Butte Coal Mine Well Water Treatment Upgrade Using Manganese Greensand Technology Developed process design for new greensand filtration facilities to replace current aeration-precipitation-flocculation-filtration system. The new system was designed to be fully automatic thereby
saving labor costs as compared to the old system. An innovative backwash recovery system was included in the design of the new system in order to minimize loading on the existing evaporation ponds at the site.
04/02 – 01/05 AWWARF – 5 Client Utilities Tailored Collaboration Research Projects Characterizing Salinity Contributions in Sewer Collection and Reclaimed Water Distribution Systems to Develop Salinity Management Strategies Provided technical support to construct a Visual Basic Water Quality Salinity Model, and economic
model. Also developed a chapter on the customer requirements for Reclaimed Water Quality.
12/01 – 06/02 Cogentrix Energy, Inc. – Toquop Project Predesign of ZLD Water Balance and Water Treatment Processes for New Combined-Cycle Plant in Nevada Developed water balances and process designs for 4 alternative zero-liquid discharge predesign cases in support of air and water permitting for this potential 1,000 MW combined cycle facility. Technologies
evaluated were: Reverse osmosis and electrodeionization for HRSG makeup, side-stream and makeup lime-soda softening, brine concentrators, crystallizers, and solar ponds. Also, conducted comprehenisve present value analyses for each case.
07/01 – 01/02 United American Energy – Mecklenburg Cogeneration Facility Water Treatment Bid Specification and Evaluation Daniel J. Robinette, P.E. – Project Experience
Developed a comprehensive water treatment bid specification and quantifiable bid evaluation methodology for the Makeup/Demineralized Water System, Boiler Steam/Water System, and
Condenser Cooling Water/Service Water System at this 130 MW cogeneration plant. Evaluated vendor proposals using the evaluation tool that normalizes costs based on performance standards.

paper "Water-Related Internal Problems in Ash Transport Systems" presented at 1985 International Water Conference.

Studied furnace operation and combustion then applied knowledge to extend run
Applied knowledge of combustion to develop FORTRAN program that calculates
furnace efficiencies, then modified the program to run on-line for optimization of 7 parallel boilers resulting in cost savings of $1,000,000 per year.
Initiated concept and developed project for processing butadiene heavy ends at
the naphtha hydrotreater (NHT) instead of the current practice of incineration in an inefficient boiler. Resulted in savings of $1,500,000 per year.
Developed activity correlation for hydrotreating catalyst and used results to predict
Initiated concept and performed process engineering for Delayed Coker C3/C4 as
NHT feed. Savings of $400,000 per year resulted.
